I am surprised by many of the comments regarding this great restaurant. Perhaps my experience and travel around the US and internationally has changed the way I see businesses. I got to a restaurant to get food at a fair price. Every time I have ever been here, I have had exceptional food and was charged the exact amount listed on the menu (I use a calculator to keep track of meals, as the extras add up).
I do not expect my waiters to speak my language, as there really is no immediate need in the food business. If you read English, just read the menu. Chinese restaurants have typical styles of meals, so you generally know what you want if you're walking into a Chinese restaurant. If you have particular food allergies or dietary restrictions where you need to know exactly what you are eating, it is probably preferable to avoid strongly-ethnic restaurants.
I can't say enough about how well I am treated and welcome I fee when I visit Spicy City. The workers sometimes recognize me when I stop by, which is amazing since I rarely go more than once a year when I'm traveling through Vegas. They even make special order food for me that is not on the menu (ma po tofu) which is the best I've had outside of Taiwan. Extra rice is provided for free, and the service is quite friendly.
While I do believe the restaurant could benefit from some remodeling and decoration, it is clean I love watching the fish in the tank. While I enjoy some Chinese dishes more than others, I will say I have never had a bad entree at this restaurant.
If you set your expectations for the situation and if good food is what you want, be sure to give this place a try. -

Bad food. They charge you for something you did not order for no reason, and include high tip without permission. I would rate 0 for this place.

This by far was the worst place I've ever eaten. I ordered spicy beef noodle and rice , and the guy suggested spicy fried chicken wing . The noodle soup was drowned in oil with hardly any beef, and there was hardly any chicken wings covered in bunch of fried chili peppers where I had to dig to find a chicken . Maybe it was just because we happened to walk in at 9pm Saturday night , but I would never come back . This place should not even be in business .

PSA: Do not go here. I repeat do not go here.
If you are currently sitting down at this restaurant I suggest you leave ASAP. I ordered the sweet & sour chicken and the sauce just smelled and tasted like ketchup. My friend had ordered chicken fried rice and the "chicken" resembled cut up pieces of a newborn chick. It was not well cooked and looked unfamiliar. The ambience of this restaurant from when we first walked in should of been our first hint to get the hell out. It's a very run down restaurant with a strange odor lingering in the air. I would bet big money that Spicy City would not pass a food inspection.
If I could rate it 0 stars I would. -

Love the ladies that run this place! They're so friendly and helpful. I also like the classic Chinese style food. Best place for good, delicious food!!!! Never had any problems and I've been going here since it opened. Must try!
